Not true, I've seen many T-Staff that get promoted and never even read the rules.

If you don't know the rules then you got out on duty knowing nothing and breaking guard rules will prob get you demoted If you abuse t hat heavily.

That's because I was a staff member, which didn't require me to know anything about guarding. It was probably my first time.
It's the same concept when I see staff members mess up reports, or incorrectly us the HPatrol commands, because they're staff, and not HPatrol.
