Totem at /fish

Hello i have a question ! at /fish there is a totem once you clicked on it it shows you a structure you have to build. where can i built it?

The totem structure needs to be close to where the players fish, if you fish at your base, I'd build the totem where you fish, in your base.

Not sure what the screenshot is. After building the totem exactly as shown, you left click one of the dispensers with a fishing rod in your hand and you'll be shown items in chat which are needed to activate the totem. Collect those items and left click the dispenser to activate the totem.
