Name Tag Bug?

I've spent countless hours fishing and haven't caught one name tag. Is this disabled or a bug? I'm confused lol.

A name tag has a 16.67% chance of actually being caught, so it's just rare.

I've caught lots of items that are more rare. Plus more items that aren't even on the Gamepedia page. You'd just think I would have at least caught one...
