For mending to work you need to gain exp from the thing you are breaking, You can also use exp bottles to fix the item. If you have more than one Mending item in your inventory. You will need to remove the items from your inventory to repair the most broken one.
Idk normally it works, I'd just put unbreaking on the sword if Mending doesnt work
there are times when i make a new tool, enchant it in the etable and then can no longer add any enchants to that item with the use of books. Lately to work around this i make and combine books to what i want then make a tool and add the books.
